本会は、我々の住む社会を対象とし、その公共経営に関して、会計の立場から学際的に 研究し、その成果を社会に提言することを通じて、よりよい社会の構築に寄与することを
めざしています。
本会は、政府会計(国及び地方自治体の会計)の理論研究にとどまらず、制度の在り方や、制度の下での実務の在り方についても検討を重ね、これらの成果を普及し、定着させ
るための運動もあわせて行なっていきます。
具体的な研究活動としては、以下が予定されています。
- 新地方公会計制度の制定を見込んだうえでの地方公会計の普及・定着に必要な活動
- 国の会計制度の改善に向けての研究
- 公共経営の担い手としての非政府・非営利組織の会計に関する研究
- 以上に関連する監査・検査に関する研究
- 以上に関する国際比較研究
具体的な啓もう活動としては、以下が予定されています。
- 公共経営における会計の重要性を体験し、理解してもらうための啓もう活動
例:習志野市・千葉大学が展開している「バランスシート探検隊」のような活動
- 会計情報の重要性を体験し、理解してもらうための啓もう活動 例:制度が求める会計情報の作り方・読み方にとどまらず、マネジメントに有用な 会計の利用を促進する活動
- 公会計改革を成功させるための支援活動 例:改革に取り組んでいる団体の事例をあつめ、
それに関する情報を広く共有できるための活動
以上の具体的な研究活動や啓もう活動を成功させるために、本会は広報手段としてのWEBを多用し、関心あるみなさまとの交流を図っていきます。
JAGAの第1期中にKAGA(韓国政府会計学会)及びAECA(スペイン会計経営 協会)と連携のための覚書きを交わしております。第2期においては早稲田大学パブリッ
クサービス研究所及びアメリカ、中国、ベトナム等と覚書を交わす予定です。これら交流 を通じて、国内外の研究を一層高める予定です。
本会の役員(後掲)がみなさんへの勧誘と本会への推薦を行います。ご不明の点は、当該役員にご質問ください。なお、2014
年の特例として、会費規則の規定に関わらず、本年中の入会に関しましては、入会時期に関わりなく個人会員会費を半額の 5,000 円とします。

JAGA’s aim is to help build a better society by conducting academic research on the
public administration of the society in which we live from an accounting perspective and then
conveying
our findings to the public.
JAGA’s efforts go beyond pursuing theoretical research on government accounting (accounting by the
national and local governments) to include examining systems and practical operations under these
systems, and then undertaking campaigns to
disseminate the findings of these studies and embed the best practices.
More specifically, JAGA intends to engage in the following:
- Activities deemed necessary to establish a new local public accounting system and to
popularize/embed this system into local public accounting
- Research to improve the national government’s accounting systems
- Research on accounting at non-government/non-profit organizations involved in public
administration
- Research on audits/inspections connected with the above
- International comparative research on the above
JAGA is also planning to conduct the following awareness-building activities:
- Awareness-building activities that enable participants to experience and understand the
importance
of accounting in public administration
Example: efforts such as the “Balance Sheet Expedition” being undertaken by the City of
Narashino
and
Chiba University
- Awareness-building activities that enable participants to experience and understand the
importance
of accounting information
Example: efforts that not only present ways of preparing/reading the accounting information
needed
by systems but
that also highlight the usefulness of accounting in management
- Support activities to ensure the success of public accounting reforms
Example: efforts to collect examples of organizations tackling reforms and then broadly
share
information on these
JAGA will be making extensive use of the Web as a sounding board for interacting with interested
persons
to ensure the success of the aforementioned research and awareness-building activities.
During Phase 1, JAGA has exchanged memoranda on collaboration with KAGA (Korean Association of
Government Accounting) and AECA (Asociación Española de Contabilidad y Administración de Empresas,
i.e.,
Spanish Association of Accounting and Business
Administration). In Phase 2, JAGA intends to exchange memoranda with Waseda University’s Public
Service
Research Institute and with the US, China, Vietnam and others, hoping through these exchanges to
further
boost research inside and outside Japan.
JAGA’s executives (see below) will be soliciting public input and offering recommendations to JAGA,
so
please contact one of our executives if you have any questions. For 2014, we will be setting aside
our
regular membership regulations and
halving individual membership dues to 5,000 yen for members joining JAGA at any time during the
year.
